The Eurasian Coalition on Male Health, as the leading MSM and transgender network organization in the region, is actively involved in Global Fund processes at both the regional and international level. ECOM recognizes the importance of giving a voice to MSM and transgender communities in the region and ensuring that the needs of these populations are considered at the highest levels of decision-making. Thus, ECOM has recently participated in a number of high-level meetings and conferences hosted by the Global Fund. It has released advocacy statements on developments related to the Global Fund and has also published reports on Global Fund processes. In addition, ECOM has completed the process of drafting a concept note to the Global Fund for its regional program “Right to Health—Community Action to Increase Access of MSM and Transgender People to HIV Servcies in Eastern Europe and Central Asia,” which will contribute to ECOM’s further collaboration with the Global Fund. This section details ECOM’s recent work with the Global Fund and its contribution to Global Fund processes.

Community and Civil Society Consultation on the Development of the 2017-2021 Global Fund Strategy, Chisinau, Moldova, July 13-14, 2015
Along with other regional network organizations, such as EHRN, SWAN, and ECUO, ECOM participated in a two-day community consultation on the development of the Global Fund’s strategy for 2017-2021. ECOM members, Igor Medvid, Oleg Eryomin, Roman Marchenko, Gennady Roshchupkin, and Executive Director, Vitaly Djuma, took part in the consultation. The community and civil society representatives from the region outlined key themes and issues connected with the HIV and TB epidemics in EECA that should be reflected in the new Global Fund strategy. Global Fund Consultation, Istanbul, Turkey, July 21-22, 2015
A technical consultation on the transition to domestic funding of HIV and TB responses and their programmatic sustainability in EECA was held in Istanbul, Turkey in July 2015. ECOM Executive Director, Vitaly Djuma, participated in the Consultation and joined other participants in devising a foundation for the development of a feasible framework for sustainability planning and responsible transition from Global Fund support to national funding in EECA. Outputs from the Consultation were used to develop a draft Framework for Transition to Sustainability. A report on the Consultation and the draft framework are available here.
Global Fund Partnership Forum, Buenos Aires, Argentina, September 3-4, 2015
ECOM Executive Director, Vitaly Djuma, traveled to Buenos Aires, Argentina to participate in the third of three Global Fund Partnership Forum meetings. The Partnership Forum is an innovative consultation that engages a broad range of stakeholders, many of whom are not otherwise involved in Global Fund processes. The focus of the Buenos Aires Forum was to develop input for the new Global Fund Strategy for 2017-2021. Building off of the community and civil society recommendations developed at the Chisinau Consultation, Vitaly Djuma was able to provide input on the issues facing MSM and transgender people in EECA. Position Paper on the Global Fund Strategy for 2017-2021
ECOM actively participated in the development of the Global Fund’s Strategy for 2017-2021, in order to contribute to the achievement of its strategic objectives, as well as to support the Global Fund in fulfilling its mission.
ECOM conducted a survey among its members and partners to develop its position concerning the objectives and directions of the Global Fund’s work for the next 5 years so that MSM and transgender people living in EECA receive the necessary protection and support in the HIV response.

Open Letter to the Global Fund Board and Executive Director on the 5th Replenishment
The Eurasian Coalition on Male Health (ECOM), along with over 270 civil society organizations, recently signed an open letter addressed to the Global Fund to Fight AIDS, Tuberculosis and Malaria, which calls upon the organization to commit to an ambitious funding request for the 5th Replenishment to accelerate the end of the AIDS, tuberculosis, and malaria epidemics by 2030. Open Letter to the Global Fund Board in Advance of the 34th Board Meeting
In advance of the upcoming 34th meeting of the Global Fund Board, ECOM, along with 32 other international, regional and national organizations recently signed a letter addressed to the Global Fund Board, which seeks to draw attention to certain high priority issues, including the allocation methodology framework and approaches to ensuring the successful and sustainable transition of UMICs from Global Fund support to domestic funding. The Global Fund New Funding Model and Country Dialogue: Involvement of MSM and Transgender People in Eastern Europe and Central Asia
ECOM’s first report on Global Fund processes was published in March 2015. The report details the involvement of MSM and transgender people in country dialogue processes in the countries of EECA. Findings indicate that a lack of reliable epidemiological data, high stigma, and policies that restrict the access of MSM and transgender people to information on HIV preclude these populations from meaningfully participating in country dialogue processes, contributing to HIV/AIDS program planning, and otherwise cooperating with the Global Fund.
