Eurasian Coalition on Male Health (ECOM) is soliciting proposals from individual consultant to conduct the  survey within the “Right to Health” Regional Program being implementing by ECOM

Background

Eurasian Coalition on Male Health is an international non-governmental association, located in Tallinn, Estonia. We are a membership-based association, open for non-profits and individuals, acting in the field of sexual health, including HIV issues, for men who have sex with men and trans people, in the region of Central and Eastern Europe and Central Asia (CEECA)

Mission

We aim to create favorable conditions to ensure that men who have sexual relations with other men and transgender people have access to services in the field of sexual and reproductive health, mainly to HIV prevention, treatment, care and support, based on respect for their human rights

Description of Services required and Timelines

In the region of CEECAC, is lack of systematic and comparable data about trans people. According to results of ECOM baseline assessment trans people don’t recognized as a key vulnerable group in most CECCAC countries.

ECOM is seeking regional level expert assistance to design and conduct the qualitative assessment among trans people on their needs in the context of HIV, comparing with MSM needs, in Armenia, Belarus, Georgia, Kyrgyzstan and Macedonia.

The consultant will (a) summarize existing literature from the CEECA region; (b) develop a protocol and draft tools, obtain its approval from trans advisory group from ECOM members and partners (contacts will be provided by ECOM); (c) distantly instruct ECOM’s national partners (contacts will be provided by ECOM) to collect the data with focus group discussions and/or semi-structured interviews; (d) conduct an analysis of the results obtained and write a report.

The consultant would be requested to work in close collaboration with ECOM staff, specifically the Monitoring and Evaluation Coordinator to perform the services

Deliverables

  1. Survey protocol and tool approved by trans advisory group
  2. Database of collected data
  3. Report with literature overview and results

Budget and Contract

Budget allocation will cover the cost for developing and implementing survey within the period from 15 June until 1 Nov 2018 (15 working days’ maximum)

Consultant Qualifications

  • master degree or its equivalent in Social Sciences, preferably in Sociology
  • At least 3 years’ experience as an analyst/consultant/project manager in social research in public health
  • Sound skills of multivariate statistical data analysis
  • Advanced skills in statistical software
  • Experience of trans topics research
  • Effective communication skills in Russian and English
  • Fluency in language(s) of CEECA countries (other than Russian) will be an asset

This consultancy will be awarded to the her or him that offers a proposal that demonstrates the ability to implement web-based survey at a competitive rate and timeline
