Eurasian Coalition on Male Health (ECOM) is soliciting proposals from individual consultants to adapt its organization capacity tool within the ECOM’s Regional Program “Right to Health” funded by the Global Fund.


Eurasian Coalition on Male Health is an international non-governmental association, located in Tallinn, Estonia. We are a membership based association open for non-profits and individuals acting in the field of sexual health, including HIV issues, for gay men and other men who have sex with men (MSM) and transgender (trans*) people, in the region of Central and Eastern Europe and Central Asia (CEECA).

In January 2017, ECOM has launched a Regional Program “Right to Health” supported by the Global Fund which aims at increasing the access to HIV services for MSM and trans* people in the five target countries: Armenia, Belarus, Georgia, Kyrgyzstan, and Macedonia.

During the program, ECOM sub-recipients have been assessed and technical support plan has been developed.

Description of Services required and Timelines

ECOM is seeking expert assistance to adapt its organization capacity tool (ECAT) for needs of HIV LGBT organizations working MSM and trans* people in Armenia, Belarus, Georgia, Kyrgyzstan, Macedonia, as well as other countries of the region.

ECOM will provide the consultant(s) with the existing assessment capacity tool and other relevant documents.

The consultant(s) will work closely with the ECOM Monitoring and Evaluation Coordinator and Technical Support Coordinator.


  1. ECAT is adapted (both in Russian and English) within the context of local NGOs to be used as self-assisted questionnaire including simple manual;
  2. Two webinars on capacity assessment are given for ECOM sub-recipients both in Russian and English


Budget allocation will cover the costs in the period between 15 May and 1 August 2018 (maximum 10 working days).

Consultant Qualifications


  • Master’s degree in Management or other related fields
  • At least 8 years’ experience as consultant in organizational capacity evaluation and development, preferably NGOs
  • Experience of providing technical assistance to NGOs
  • Advanced skills in developing organizational development manuals and tools, training facilitation
  • Experience of NGOs capacity assessments and planning of organization capacity building in one or more CEECA countries
  • Effective communication skills in Russian and English


  • Experience in applying organization capacity assessment tools
  • Previous working experience with NGOs, especially HIV-service, LGBT organizations working with men, having sex with men
  • Fluency in language(s) of CEECA countries other than Russian is an asset

This consultancy will be awarded to consultant(s) with a proposal that demonstrates experience in developing capacity assessment tools and providing technical assistance to NGOs, competitive rate and timeline.
