The goal of this review is to identify the legal barriers for people living with HIV, gay men, other men who have sex with men and trans*people in exercising their rights in different areas. To conduct such review, ECOM developed a methodology and a survey questionnaire, which we filled in with the help of our local partners. When analyzing legal practices, consideration was given both to judicial practices and to the information provided by activists, received from the organizations documenting cases of human rights violations and protection of such rights, news in mass media, and reports of non-governmental organizations submitted to the international agencies.

Both legislation and law enforcement practices were analyzed in terms of their compliance with the international and European standards. Besides, we analyzed the recommendations received by Georgia within the international monitoring mechanisms as well as performance of such recommendations by the government.

Цель настоящего анализа – определить правовые барьеры, препятствующие людям, живущим с ВИЧ, геям, и другим мужчинам, практикующим секс с мужчинами, а также транс*людям в реализации их прав в разных сферах жизни. Для проведения данного анализа ЕКОМ разработал методологию и опросник, который нам помогли заполнить наши локальные партнёры. При анализе правовой практики во внимание принимались как судебная практика, так и сообщения активистов, информация организаций, занимающихся документированием случаев нарушений прав человека и их защитой, сообщения в прессе, отчёты неправительственных организаций в международные органы.

Как законодательство, так и правоприменительная практика анализировались на предмет их соответствия международным и европейским стандартам. Также проводился анализ рекомендаций, полученных Грузией в рамках международных мониторинговых механизмов и их выполнение правительством страны.

The information presented in this review may be useful both for non-governmental organizations and community activists and for the government, when planning advocacy processes, promoting the rights of PLWH, gay men, other MSM, and trans*people and eliminating the barriers hindering their access to services.

The studies,  conducted within the regional program “Right to Health”, implemented by the Eurasian Coalition on Male Health (ECOM) with financial support of the Global Fund to Fight AIDS, Tuberculosis and Malaria, demonstrated that men who have sex with men (MSM) and trans* people have a low impact on planning and management processes related to the responses to the HIV epidemic in five countries of the Central and Eastern Europe and Central Asia (CEECA): Armenia, Belarus, Georgia, Kyrgyzstan and Macedonia.

Organising for change: resources to support LGBTI community organising work

Developments in Europe pose important questions to the LGBTI movement about the kind of change we would like to see. In a time when nationalism and populism win by appealing to fears
and insecurities, divisive rhetoric is increasingly normalised and space for civil societies is shrinking. Legal change and political change need to be complemented with profound social change. The way in which we address issues is important and must be based on the values we appeal to and the vision of society we portrait. It is about winning people’s hearts and minds, people’s wellbeing, and it is about building a common ground with more people. At ILGA-Europe we believe that for social change towards acceptance of diversity and equality to happen, LGBTI people and communities must be at the core of the work.

The purpose of this Technical Brief is to assist Global Fund applicants in their efforts to include and expand programs to remove human rights and gender-related barriers to HIV prevention, diagnosis and treatment services. This Brief discusses the barriers these programs help to remove, the various forms the programs take, the need to cost and allocate budget for them, and how to implement them in effective ways and at appropriate scale. The Global Fund Strategy 2017-2022, Investing to End Epidemics, was developed under the leadership of the Board of the Global Fund, with contributions from numerous partners and stakeholders who share common goals in global health. Over a two-year period, in 2014 and 2015, the Board’s Strategy, Investment and Impact Committee led a broadly consultative process to collect the strongest ideas, perspective and guidance to formulate the Strategy. The consultations included three regional Partnership Forums with over 300 participants from 128 countries, a 12-week consultation with over 1,200 participants from 143 countries, and dozens of focused meetings and consultations on specific aspects of the next Strategy.
The Strategy development process captured the expertise, diversity,  and innovative spirit of the Global Fund Board, and integrated broader views and experience of partners.

ЛГБТ организации Кыргызстана периодически проводят оценку потребностей сообщества в разных регионах страны, подтверждая неоднородность и разнообразие как самих представителей, так и их сопутствующих потребностей. Тем не менее, комплексных исследований на данный момент не существует, и оценки потребностей проводятся отдельно в разных регионах страны с охватом разных групп сообщества. Среди существующих работ можно выделить исследование по оценке доступа ЛГБТ к здравоохранению, проведенное Фондом Сорос-Кыргызстан и программой OSI SHARP в 2006 году.
