ECOM Joins Task Force Partnership Aimed at Achieving 10-10-10 Targets

On March 28, the first Task Force meeting was held with the participation of experts from ECOM.

The Task Force partnership aimed at achieving 10-10-10 targets is a community-based partnership focused on key populations, and it supports transparency, human rights and meaningful participation. The mission of the Task Force partnership is to lead the regional dialogue in Eastern Europe and Central Asia (EECA) and contribute to the achievement of the 10-10-10 targets at the country level.

ECOM became part of the Task Force communities working group. During the meeting, Executive Director of ECOM Vitaly Djuma shared with the other participants the story of how Task Force started.

The 10-10-10 Task Force partnership includes regional networks that represent key populations from EECA countries, such as people living with HIV, people who use drugs, sex workers, LGBT people.

The working group was created to coordinate regional efforts in removing legal barriers, such as criminal laws and other legal practices, that undermine the HIV response and leave key populations behind. The goal of the Task Force communities working group is to reduce the harm associated with the criminalization of HIV and key populations and put an end to the inequalities associated with the HIV epidemic.

The Task Force is guided by the 10-10-10 targets of the Global AIDS Strategy:
  • Less than 10% of countries have punitive legal and policy environments that impede access to justice.
  • Less than 10% of women, girls, people living with HIV and key populations experience gender inequality and violence.
  • Less than 10% of people living with HIV and people from key populations experience stigma and discrimination.

During the meeting, Task Force members not only discussed the key tasks, structure and responsibilities of the working group members, but also discussed the further Action Plan of the group, according to which the participants will work, as well as their next steps.

Besides ECOM, the Core Group, which was created to coordinate the 10-10-10 Task Force partnership, also included: the Eurasian Harm Reduction Association, the Eurasian Network of People Who Use Drugs, the Eurasian Women's Network on AIDS and the Sex Workers' Rights Advocacy Network.
