Eurasian Coalition on Male Health (ECOM) is soliciting proposals from individual consultants to describe methodology of secret customer assessment of HIV services for MSM and trans* people.

Background

Eurasian Coalition on Male Health is an international non-governmental association, located in Tallinn, Estonia. We are a membership-based association, open for non-profits and individuals acting in the field of sexual health, including HIV issues, for gay men and other men who have sex with men (MSM) and trans* people, in the region of Central and Eastern Europe and Central Asia (CEECA).

 

Description of Services required and Timelines

The consultant is expected to:

(1) conduct a desk research on using secret customer assessment in HIV services (up to 2 work days)

  1. describe methodology of secret customer assessment of HIV services for MSM and trans* people based on the project implemented by «Gender Z» NGO (Zaporizhia, Ukraine) including recommendations from «Gender Z» staff (up to 2 work days)
  2. develop the implementation manual (in Russian) on conducting secret customer assessment in HIV focused MSM and trans* services (1 work day)

The consultant(s) will work closely with the ECOM Monitoring and Evaluation Coordinator and Human Rights and Legal Issues Officer.

 

Deliverables

Implementation manual (in Russian) on conducting secret customer assessment in HIV focused MSM and trans* services

 

Budget and Contract

Budget allocation will cover the costs for consultancy in the period between 20 Feb and 15 March 2018 (maximum 5 consultancy days).

 

Consultant(s) Qualifications

  • Previous working experience with intervention methodologies for MSM
  • Effective communication skills in Ukrainian, Russian and English

This consultancy will be awarded to the applicant with a proposal that demonstrates the relevant experience in the field of HIV services, human rights, excellent knowledge in data research gathering and in competitive rate and timeline.
