Eurasian Coalition on Male Health (ECOM) is soliciting proposals from individual consultant to facilitate Expert Group on Health and Rights of Gays and other MSM in Ukraine

Background

Eurasian Coalition on Male Health is an international non-governmental association, located in Tallinn, Estonia. We are a membership based association open for non-profits and individuals acting in the field of sexual health, including HIV issues, for gay men and other men who have sex with men (MSM) and transgender (trans*) people, in the region of Central and Eastern Europe and Central Asia (CEECA).

In January 2017, ECOM has launched a Regional Program “Right to Health” supported by the Global Fund which aims at increasing the access to HIV services for MSM and trans* people in the five target countries: Armenia, Belarus, Georgia, Kyrgyzstan, and Macedonia.

One of key activities is the support of the Ukrainian Expert Group on Gay and Other MSM Health Issues (EGHR-Ukraine) as a resource center for both best practice documentation and provision of technical support, engaging the group’s experts particularly for the generation of web content (e. g. webinars) for use throughout target and expanded engagement countries.

EGHR-Ukraine include Ukrainian experts representing communities, technical assistance providers and government. Activities of EGHR-Ukraine is based on the Regalement of EGHR-Ukraine.

EGHR-Ukraine objectives are:

  • to promote regular gathering of strategic information necessary for insuring high quality national HIV responses in MSM and trans* people in Ukraine;
  • to facilitate coordination between various MSM and LGBT projects and researchers in Ukraine;
  • to provide and broker technical support for MSM and LGBT organization, as well as governmental and international institutions on Ukrainian LGBT issues.

Description of Services required and Timelines

ECOM is seeking expert assistance to facilitate of the Ukrainian Expert Group on Gay and Other MSM Health Issues.

The Consultant will:

  • propose the schedule of EGHR-Ukraine work;
  • prepare meetings of EGHR-Ukraine together with service provider selected by ECOM;
  • facilitate group meetings in person and group online communication;
  • prepare reporting documents on EGHR-Ukraine activities according to EGHR-Ukraine Regalement and ECOM internal procedures.

The consultant will work closely with ECOM’s Monitoring and Evaluation Coordinator and Technical Support Coordinator.

Deliverables

  1. Schedule of the group work.
  2. Conduction of regular (at least once per quarter) meetings of the group (minutes, participant lists, photos etc.).

Budget

Budget allocation will cover the costs of maximum 25 working days for year.

 

Consultant Qualifications

  • At least master’s degree in public health, social sciences or other relevant field
  • Experience in providing relevant technical assistance
  • Effective communication skills in English and Ukrainian
  • Working experience with HIV service NGOs and LGBT organizations working on HIV in MSM

This consultancy will be awarded to consultant with a proposal that demonstrates experience in working with advisory group and providing technical assistance to NGOs, competitive rate and timeline.
