Eurasian Coalition on Male Health (ECOM) is soliciting proposals from individual consultants to conduct webinars for ECOM’s sub-recipient NGOs on Human Resources (HR) policies and practice.


Eurasian Coalition on Male Health is an international non-governmental association, located in Tallinn, Estonia. We are a membership-based association, open for non-profits and individuals, acting in the field of sexual health, including HIV issues, for men who have sex with men and trans people, in the region of Central and Eastern Europe and Central Asia (CEECA). We aim to create favorable conditions for all gay, bisexual and other men who have sex with men and all trans people to have access to evidence-based and human rights-oriented health services, including HIV prevention and treatment.

This work is envisaged in the frames of the Regional Program “Right to Health”, launched by ECOM in January 2017 with the support of the Global Fund. The program aims at increasing the access to HIV services for MSM and trans people in the five target countries: Armenia, Belarus, Georgia, Kyrgyzstan, and Macedonia. Description of Services required

One of the areas of ECOM activities is providing technical support to its sub-recipients (SRs) and partners, contributing to building the organizational capacity and sustainability of organizations and services offered by them.

In 2017 all sub-recipient organizations underwent SR assessment by ECOM. As a result, an organizational development plan with a set of recommendations was developed.  This consultancy is envisaged to address a number of recommendations of the plan on strengthening organizational capacity of sub-recipient NGOs in HR management.

The following scope of work is expected in the frames of this consultancy:

  • Activity 1. Preparation for the webinars, design and development of materials. The consultant is expected to prepare a package of materials and templates of essential HR policies and procedures, which should be integrated in Operational Manual of the organization, i.e.:
  • formalized recruitment procedure, including ToRs for members of recruiting commission, procedure for scoring, interview guide and evaluation forms, defining probation period, policies on management of conflict of interest;
  • assessment of the capacity building and professional growth needs of the staff, board and volunteers, and drafting of training plan in accordance with the needs;
  • policies to prevent nepotism and favoritism, on health and safety and staff appraisal procedure;
  • gender sensitivity and diversity policies in operational manual and human resource management procedures.
  • Activity 2. Conduct 2 webinars (in English and in Russian) on HR policies and introduction of the templates of essential HR forms for the target audience.
  • Activity 3. Design a follow –up questionnaire to be shared with ECOM. The questionnaire should allow tracking the progress made and assessing to what extent the participants applied the knowledge gained during the webinars in further functioning of their organizations.
  • Activity 5. Prepare a final report (in English and/or Russian) describing activities within the consultancy, results and feedback of the participants.


  1. Package of materials, used for facilitation of the webinars, should be put in project dropbox for the use by sub-recipient organizations. These include essential HR forms and policies described under Activity 1 of this ToR.
  2. Two webinars on the HR policies and procedures integrated in organization’s Operational Manual, and introduction of essential HR forms and templates. Duration of each webinar is around 1.5 -2 hours. Target audience of the webinars: ECOM sub-recipient NGOs working in CEECA region.
  3. Follow up questionnaire to be used in a month after the webinars. The form should represent a set of questions allowing to track how much of the knowledge and tools received during the webinars was applied in the organizations.
  4. Final report (2-3 pages long) with description of work implemented, results achieved, and challenges faced.

All work has to be done in Russian and/or English language.


The consultancy work is to be completed in the period of December 15, 2018 – January 31, 2019.

Consultant Qualifications


  • Good knowledge of essential HR policies and procedures.
  • Advanced presentation and facilitation skills.
  • Experience conducting webinars



  • Fluency in both Russian and English is highly desirable.
  • Experience of providing technical assistance to LGBT and MSM-service NGOs in Central and Eastern Europe and Central Asia during last 3 years.
