Background information:
ECOM — the Eurasian Coalition on Health, Rights, Gender and Sexual Diversity — is an international association whose mission is to support the development of national LGBT communities and their activism, promote human rights, and care for the health and social well-being of people of gender and sexual diversity.
ECOM’s main objectives are to ensure consistent and active attention to health and human rights issues affecting LGBT communities in national and international policies and programs.
Description of required services:
ECOM is looking for a consultant to develop a creative concept, communication strategy, and content approach for the multi-country information campaign “Love is Love.”
The campaign will be implemented in three countries — Ukraine, Armenia, and Moldova — timed to coincide with Valentine’s Day (February 14, 2026) and aimed at promoting ideas of love and acceptance and breaking down stereotypes about LGBT people.
Service period: December 2025 – February 2026.
Technical assignment for the consultant:
The consultant will work in close collaboration with the ECOM and UNAIDS teams.
Main tasks:
1. Develop the concept and key message of the “Love is Love” campaign — to show that love manifests itself in all forms and between different people, regardless of orientation or gender.
2. Formulate communication messages, target audiences, and key communication channels.
3. Develop an overall campaign strategy consisting of three waves, including:
– A detailed concept for the first wave (by February 14, 2026).
– Conceptual directions and recommendations for the second and third rounds of the campaign.
4. Develop a content strategy for social media and propose creative formats for materials.
5. Participate in communication with national partners (2–5 organizations from Ukraine, Armenia, and Moldova) who will be responsible for finding heroes and implementing the campaign locally.
6. Prepare simple guides for partners on how to interview heroes and collect visual and text stories.
7. Maintain communication with ECOM and partners throughout the campaign cycle, accompanying the post-production process (working with designers, videographers, and translators provided by ECOM).
8. Ensure the quality and consistent style of the final materials, including:
– video stories: at least 8 short videos (2 stories for each organization).
– photo stories: at least 8 photo stories with text.
– Graphic sets for social media: at least 3 sets of graphic materials with key messages.
– Media kit: at least 1 media kit with stories, B-roll, key messages, and visuals.
Expected results and performance evaluation:
The consultant is expected to:
- A finished concept and strategy for the “Love is Love” campaign;
- Description of three rounds of the campaign, including a detailed plan for the first stage;
- Content guides and instructions for partners;
- Final approved communication messages and visual direction;
- Support for ECOM and partners throughout the campaign preparation and implementation process.

Time frame for the work:
Period of service provision: December 2025 – February 2026.
Qualification and experience requirements:
Mandatory:
- Experience in developing communication strategies, creative concepts, or social campaigns;
- Knowledge of the principles of SOGI-inclusive communication;
- Understanding of the regional context of Eastern Europe and Central Asia;
- Excellent written and oral communication skills in English or Russian.
Desirable:
- Experience working with LGBT organizations or initiatives;
- Experience in managing content for social media;
- Creative copywriting and storytelling skills.
Skills and competencies:
- Creative thinking;
- Ability to see a campaign both strategically and visually;
- Intercultural communication and facilitation skills;
- Responsibility, ability to work with deadlines.
Consultant selection criteria:
- Relevant qualifications and experience;
- Quality and realism of the proposed concept;
- Financial proposal;
- Feedback and recommendations.
Remuneration and compensation:
A service contract will be signed between the consultant and ECOM, according to which ECOM is not responsible for the payment of any taxes by the consultant. The consultant is responsible for paying all necessary taxes and deductions in accordance with their tax residency.

− a cover letter, including the contact details of two people who can provide references for you;
− a resume in Russian or English;
− a financial proposal (maximum budget of $3,750), including:
