Thinking outside the box: overcoming challenges in community advocacy for sustainable and high-quality HIV services

О проекте

The Eurasian Regional Consortium (ERC) brings together the efforts of the Eurasian Harm Reduction Association (EHRA), ECOM – the Eurasian Coalition on Health, Rights, Gender and Sexual Diversity, and the Eurasian Women’s Network on AIDS (EWNA), to implement a joint project “Thinking outside the box: overcoming challenges in community advocacy for sustainable and high-quality HIV services” with the support of the Robert Carr Fund for Civil Society Networks.

The project helps national organizations to effectively respond to the financial instability of prevention, care, support and treatment programs for underserved communities and key populations vulnerable to human rights violations and the risk of HIV infection, which, in this project, includes: people who use drugs, women living with HIV (WLH), and gay, bisexual, and other men who have sex with men and trans* people (MSM/trans* people).

The activities of the project are based on training-grant cycles, which include several stages:

  • development of training materials and manuals
  • conducting educational training for members of all 3 regional networks
  • closed small grants competition for training participants
  • implementation of small grants
  • summing up and describing best practices

During the implementation of the project, 4 of such cycles have been planned and implemented:

  1. “Community-led monitoring of services” – under the leadership of EHRA, 2019.
  2. “Building broad coalitions for budget advocacy” – under the leadership of ECOM, 2020.
  3. “Budgetary accountability” – under the leadership of EHRA, 2020.
  4. “Quality standards for HIV services for vulnerable groups” – under the leadership of ECOM, 2021.

The Eurasian Regional Consortium will promote effective community mobilization and partnerships for joint budget advocacy and the monitoring of national and local budgets for HIV prevention and treatment as an integral component of HIV care for all key populations in EECA.

Project objectives for 2021, implemented by ECOM:

1. Implementation of a training-grant cycle on standardizing HIV services for vulnerable groups
2.Completion and publication of studies on online and distance services for vulnerable groups, as well as on the level of internalized trans*-phobia among trans* people in the EECA region
3.Development and testing of a tool for analyzing the cascade of HIV services for trans* people
