“Together for Our Rights” 
Small Grants Program 

ECOM invites LGBTQI community-based organizations and initiative groups from the countries of Eastern Europe and Central Asia (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Macedonia, Moldova, Russia, Tajikistan, Ukraine) to submit project proposals that aim at identifying and addressing stigma and discrimination, and human rights violations in access to health and HIV services that communities of gay men and other MSM, and of trans* people in their countries face due to sexual orientation, gender identity / expression and/or HIV status.

Small Grants program is held under the project “Coordinated, strategic, and resolute: MSM and transgender networks united” with the financial support of the Robert Carr civil society Networks Fund (RCNF).

The project is designed to support the global efforts to alleviate the impact of HIV and AIDS among gay men and other MSM and trans* populations around the world and to enable gay men and MSM and trans* individuals to safely seek HIV care and services.

The Goal of the Small Grants Program “Together for Our Rights” is to contribute to

  • reducing the level of stigma and discrimination, and human rights violations experienced by gay men and other MSM, and trans* people in healthcare settings, in particular in HIV services
  • increasing access to health services through community-based collaborations with healthcare workers and administration and local governments.

Within this Call for Proposals will be supported NGOs and initiative groups in implementing the projects that enable the communities of gay men and other MSM, and of trans* people to:

  • Strengthen their capacity in documenting and revealing stigma and discrimination, and human rights violations in healthcare settings, in particular in HIV services;
  • Study stigma and discrimination, and monitor human rights violations in healthcare settings, in particular in HIV services;
  • Advocate for addressing related barriers in access to health, including HIV services for gay men and other MSM and trans* people;
  • Work with healthcare workers and officials to overcome stigma and discrimination, and mitigate human rights violations in healthcare settings, including in HIV services;
  • Participate in health policy-making at local and national levels.

We define the following activities as the scope of work that we expected from the applicants:

  1. Rapid situation assessment with stigma and discrimination, and human rights violations in healthcare settings, in particular in HIV services (interviews, focus groups, legislative and normative documents analysis)
  2. Documentation of human rights violations in healthcare settings, in particular in HIV services
  3. Activities aimed to overcome stigma and discrimination faced by gay men and other MSM, and trans* people in healthcare settings, in particular in HIV services
  4. Advocacy meeting or round table with stakeholders at the end of the project implementation to represent the project findings
