The Eurasian Coalition on Male Health (ECOM) is pleased to announce the completion of its legislative analysis project. This project, carried out in cooperation with the Regional HIV Legal Network, analyzes legislative and regulatory acts and documents related to HIV and the rights of men who have sex with men (MSM) and trans* people in 9 countries of Eastern Europe and Central Asia (EECA).
The project is comprised of four components, including a general report on the EECA region, individual country reports drafted by legal experts and national representatives, country factsheets summarizing the legislation of each country, as well as a regional factsheet presenting all of the information in a succinct manner. The legislation and policies of the following countries were reviewed in the project: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, and Ukraine.
The project addresses key issues related to the rights of people living with HIV, gay, bisexual and other MSM, and trans* people, including the following:
• Travel and immigration bans on people living with HIV;
• Criminalization of HIV transmission;
• Bans on blood donation by MSM;
• Forced medical procedures;
• Criminalization of same-sex sexual activity;
• Same-sex unions and adoption by same-sex partners;
• “Gay propaganda” laws;
• Gender identity policies and procedures;
• Antidiscrimination protections for LGBT people;
• Hate crimes legislation; and
• Community advocacy initiatives.
ECOM would like to thank the Regional HIV Legal Network for its assistance with coordinating this project, as well as the national legal experts and community representatives for their valuable input and collaboration. The project was carried out with the support of the Robert Carr Civil Society Networks Fund, the United Nations Population Fund, and the United Nations Development Programme.
