The World Health Organization warns that «repressive laws concerning narcotics and homosexual propaganda» in Russia are hindering the fight against HIV.

“Russia has enacted restrictive drug laws. It is one of only a few countries in Europe, which restricts the use of methadone, and has been subject to criticism for its laws and their practical application in relation to men who have sex with men.”

According to a number of human rights activitis, the law forbidding so-called “gay propaganda,” signed by Putin in 2013, has led to an increase in homophobic and transphobic crimes and a decrease in the distribution of information concerning sexual health and HIV/AIDS for the LGBT community in Russia.
