Kyrgyzstan Receives Recommendations from the UN Human Rights Committee

ECOM together with the Public Association "Labrys" and the Initiative Group "Myrzaiym" submitted an alternative report to the UN Human Rights Committee to consider the report of Kyrgyzstan on the implementation of the International Covenant on Civil and Political Rights.

On October 10, Kanykei Kyzy, head of the IG "Myrzaiym", made an oral statement at the 136th session of the Human Rights Committee (CCPR, Committee on Civil and Political Rights). In her statement she spoke about the barriers and violations of the rights and freedoms of LGBT people in the country. She mentioned discrimination on the basis of SOGI (sexual orientation and gender identity), the lack of anti-discrimination legislation, the inability for trans* people to change the gender marker in their documents and the harassment of activists from the LGBT community, as well as hate speech against LGBT people.

In its concluding observations, the Committee expressed concern about reports of hate crimes and hate speech on the grounds of sexual orientation and gender identity, and reports of stigmatization, harassment, violence and discrimination against LGBT people conducted with impunity by politicians and state officials, especially during the 2020 parliamentary elections.
The CCPR recommended that the State should adopt a comprehensive approach to prevent and address all forms of discrimination on the grounds of sexual orientation and gender identity, and for this it should:
  • provide effective protection against all forms of discrimination and violence based on sexual orientation and gender identity, both in law and in practice, and ensure that such acts are promptly and thoroughly investigated;
  • reinforce training of state officials, including the judiciary, public prosecution and the police, on preventing and combating violence based on sexual orientation and gender identity. 

ECOM will continue to support initiatives in the country and is ready to assist the state bodies of Kyrgyzstan in the implementation of the recommendations.

ECOM will also continue to support civil society in their initiative to interact with the UN.
