Russia Adopts Law on «LGBT Propaganda»

In the third and final reading, State Duma deputies unanimously adopted a law that introduces a ban on propaganda of “non-traditional sexual relations or preferences” among Russian citizens.

Since mid-summer 2022, a draft law on the so-called “propaganda of non-traditional sexual relations” was submitted to the State Duma, and on October 27, the law passed the first reading. 

Since 2013 Russia had a law prohibiting "gay propaganda" only among minors, whereas the new law is designed to limit the dissemination of information about LGBT culture among people of all ages. Now Russia officially bans the promotion of pedophilia and transgenderness, as well as the demonstration of LGBT and publication of information that encourages “sex change” among teenagers. For violating the ban on “LGBT propaganda”, the perpetrator will face a fine of 400 thousand rubles for ordinary citizens and up to 5 million for legal entities. The latter may also be required to suspend their activity for up to 90 days. Sites with such information will be included in the register of prohibited sites and will be blocked.

On November 30, the Federation Council also unanimously approved the adoption of the law, then the draft will be signed by the president and after that it will come into force.

ECOM condemns the adoption of this law as it once again contributes to the spread of stigma and public prejudice against the LGBT community. The new law will not only drive the Russian LGBT community underground and complicate the already difficult work of LGBT organizations, it will also lead to limited information, and as a result, people living with HIV may have difficulty accessing antiretroviral therapy (ART).
