EXTENDED. ECOM is looking for a consultant to provide expert advice on the General Data Protection Regulation in the European Union (GDPR)

Background:

ECOM - Eurasian Coalition on Health, Rights, Gender and Sexual Diversity (ECOM), is an international association with a mission to support the development of national LGBT communities and their activism, to promote human rights, health, and social well-being for people of gender and sexual diversity.

The main objectives of ECOM are to ensure that health and human rights issues in relation to LGBT people are consistently and effectively addressed in national and international policies and programs.

Description of Services:

As part of the Secretariat's professional development, and for ECOM to comply with all the basic principles governing the protection of personal data adopted in the EU - qualified advice and work are required in the following areas: 

  • Analysis of ECOM's internal policies and procedures on personal data protection;
  • Preparation and presentation of recommendations to supplement and/or update ECOM's internal policies and procedures to comply with GDPR requirements;
  • Preparation an overview and guidance on the use of GDPR requirements in ECOM's operations;
  • Preparation and delivery of a webinar to raise awareness of the ECOM Secretariat on the personal data protection issues adopted by the EU and their use in ECOM's work.

Terms of Reference for a Consultant:

  1. Review and analyze ECOM's internal policies and procedures that regulate the protection of personal data.
  2. Provide with the recommendations on adjusting and/or updating ECOM's internal policies and procedures in compliance with GDPR.
  3. Prepare a brief overview (summary) and guidance on how work in ECOM should be organised in compliance with GDPR.
  4. Prepare and conduct a webinar to raise the awareness of the ECOM Secretariat on EU-adopted personal data protection issues and their use in ECOM's work.

Expected results and evaluation of work:

The consultant is expected to:  
  1. Analyze ECOM's internal policies and procedures that regulate the protection of personal data.

The primary contact person in ECOM is Hanna Klimova, anna@ecom.ngo. She will be in charge of monitoring and do the final evaluation of the consultant's work.

The time frame of work:

05.09.2024 – 05.10.2024

Consultant(s) Qualifications and Experience:

Essential:
  • Higher legal education and/or substantial experience as a security and personal data protection specialist.
  • Knowledge of the general context of the EU Data Protection Regulation (GDPR).
  • Fluency in English is must and in Russian language will be an asset.

Skills and Competencies:

  • Expert knowledge in personal data protection regulated by the general rules adopted in the EU, namely the General Data Protection Regulation (GDPR).
  • Skills in processing substantial document collections and interpreting them for organizations not experts in personal data protection.
  • Skills in preparing webinars, online seminars, and other training for employees of organizations that need to be provided with basic knowledge in personal data protection.

Criteria for selecting a consultant:

  • Work experience in the security and protection of personal data, specifically with GDPR.
  • Experience in processing substantial document collections and interpreting them for a wide range of people.
  • Experience in preparing and conducting online seminars, webinars, and training.

Fees and Compensation: 

The consultant and ECOM will sign the Service contract, whereby - ECOM is not responsible for the consultant's tax payment reports. The consultant shall pay all required taxes and contributions according to the tax residency.
