The Eurasian Coalition on Male Health (ECOM) is an association of organizations, groups and activists in Eastern Europe and Central Asia, advocating for improved access of men who have sex with men (MSM) and trans* people to evidence-based and human rights oriented services in the field of sexual health, including HIV prevention, treatment, care and support.
Description of Role:
ECOM is looking for several consultants who will prepare case studies (1000-1500 words each) on the involvement of MSM and trans* people in Global Fund processes in one of the following countries of Eastern Europe and Central Asia: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, or Ukraine.
The consultants will prepare case studies based on specific examples of best practices in one or more of the following areas of the involvement of MSM and/or trans* people in the Global Fund processes:
− participation in national or local working group(s) on HIV;
− membership in national Country Coordinating Mechanisms (CCMs);
− involvement in the development of a national Concept Note;
− involvement in the development of national HIV/AIDS programs;
− influence over budget discussions or decisions related to national
− financing of HIV interventions and programs;
− other opportunities for the meaningful involvement of MSM and/or trans* people in national HIV/AIDS planning processes.
One consultant may collect data on 1-2 countries.
Responsibilities
− Coordinate the report structure with ECOM focal point.
− Collect information on the involvement of MSM and/or trans* people in Global Fund processes in the relevant country/countries;
− Identify example(s) of best practices to present as a case study;
− Prepare a written report with relevant information, analysis, and conclusions on the case study;
− Liaise as necessary with MSM and trans* community representatives in the country, as well as the focal point at ECOM’s Secretariat.
Qualifications for the position:
Experience:
Experience in the field of designing or implementing programs on HIV prevention, care and support among MSM and trans* people or conducting advocacy work on behalf of these populations;
Language:
English (proficient), Russian (understanding)
Time Frame:
- Applying for the consultancy: by Nov 1st.
- Selection of the consultants: by Nov 4th.
- The countries list and the report structure are coordinated with ECOM: by Nov 7th.
- Interviews and data collection finalized: by Nov 15th.
- 1st draft of the report provided to ECOM for comments: by Nov 20th.
- Finalized base on ECOM feedback report provided to ECOM: by Nov 27th.
Remuneration and taxes
Remuneration will be defined upon agreement between ECOM and a consultant, amount not more than $300 per country.
Consultants have to pay any taxes required in accordance with respective national laws.

The CV will describe corresponding experience for the last 3 years. The introduction/motivation letter will include explanation why this consultancy is of the consultant’s interest, a list of countries the consultant is ready to cover, and indication of remuneration expected (considering the limit of $300 per country mentioned above).
