Monitoring and Evaluation Officer at the Eurasian Coalition on Male Health
The Eurasian Coalition on Male Health (ECOM) is an association of organizations and individual activists and experts in Eastern Europe and Central Asia, advocating for improved access of gay men and other men who have sex with men (MSM), and transgender people to evidence-based and human rights oriented services in the field of sexual and reproductive health, including HIV prevention, treatment, care and support.
ECOM’s Secretariat is based in Tallinn, Estonia.
JOB PURPOSE
The Monitoring & Evaluation (M&E) Officer will provide leadership and guidance related to M&E of ECOM’s programs. S/he will ensure effective development and management of ECOM’s monitoring & evaluation system.
MAIN DUTIES AND RESPONSIBILITIES
- Develop and manage general M&E system of ECOM and M&E plans of particular projects;
- Analyze and discuss program findings based on regular M&E data;
- Participate in program planning processes and budgeting of the M&E related activities;
- Participate in developing ECOM’s reports for internal and external use, including donors and stakeholders;
- Ensure M&E related technical support to, and capacity building of, ECOM’s staff and partner organizations;
- Represent ECOM on M&E related issues at external events (working meetings, round tables, workshops, trainings, conferences, etc.);
- Other tasks as required.
SPECIFIC TASKS
- Development and implementation of ECOM’s M&E system:
- Design ECOM’s M&E system in accordance with its Strategic Plan;
- Develop M&E plans for each project;
- Define roles and responsibilities of ECOM and its grantees / subrecipients (SR) related to M&E and reporting;
- Development of M&E processes:
- Develop standardized M&E forms and requirements for each project including forms and requirements for SRs if applicable;
- Ensure definition of data sources and data flows;
- Ensure coordination/collection of source data for baselines of outcome and output indicators or other milestones in the projects;
- Manage and coordinate evaluation activities (development of evaluation protocol, performing evaluation, analytics report preparation and finalization);
- Organization of data management processes:
- Ensure development of electronic catalogue/database/web application to store and archive relevant project documentation (reports, source documents, supportive documents);
- Provide oversight and coordination of data management of SRs if applicable;
- Develop data quality procedures and data quality assurance mechanisms;
- Provide supervision to ECOM staff and SR on issues regarding data quality assurance when necessary;
- Organization of the reporting processes:
- Develop detailed procedures/instructions for the reporting process for each project including for SRs if applicable (data collection, data storage, requirements to supportive documents etc.);
- Develop timelines for the reporting periods for each project including for SRs if applicable;
- Ensure collection of the reports from SRs, in cooperation with relevant Program Manager and Finance/Grants Officer;
- Participate in the review of SRs’ programmatic and financial reports on completeness and accuracy of data and documents, in cooperation with relevant Program Manager and Finance/Grants Officer.
REQUIREMENTS
Education:
- Masters’ degree in health, social or natural sciences or other relevant field;
Experience:
- Minimum of five years of working experience and track record in monitoring and evaluation;
- Research skills;
- Writing, reporting and data analysis skills;
- Knowledge and understanding of issues related to health and human rights of gay men and other MSM, and trans* people with a focus on Eastern Europe and Central Asia;
- Experience of managing and delivering training and capacity building of staff of differing skills and abilities.
Skills and Competencies:
- Knowledge of Russian and English languages.
- Knowledge of various data analysis packages
- Strong communication and presentation skills;
- Organizational and coordination skills;
- High level of interpersonal skills and team work;
- Able to travel.
