Program Director


The Eurasian Coalition on Male Health (ECOM) is an association of organizations, groups and activists in Eastern Europe and Central Asia (EECA), advocating for improved access of men who have sex with men (MSM) and transgender people (TG) to evidence-based and human rights oriented services in the field of sexual and reproductive health, including HIV prevention, treatment, care and support.


ECOM Secretariat is based in Tallinn, Estonia.


Description of Role


The Program Director is responsible for the effective implementation of all aspects of ongoing programs including planning, organizing, staffing, leading, and controlling program activities.


The Program Director also builds strategic partnerships with stakeholders, including donors.


Reporting and Communication


The Program Director reports directly to the Executive Director.


The Program Director oversees the staff of 6 and works in close cooperation with the Finances and Administration Department.


Responsibilities


Program Management


  • Plan the delivery of the overall program and its activities;
  • Ensure that program activities comply with all relevant legislation and professional standards;
  • Establish, maintain and control effective project reporting, evaluation, and communication systems. Submit timely accurate and professional program reports that meet donor requirements;
  • Communicate with donors as assigned;
  • Ensure that the programs operate within the approved budget, monitor and approve all budgeted program expenditures;
  • Monitor the program activities on an ongoing basis and conduct regular evaluation;
  • Liaise with the Finances and Administration Department to ensure the effective and efficient program delivery.

Global Fund Grant Management:


  • Manage the Global Fund supported Regional Program ‘Right to Health: Community Actions to Increase Access of MSM and Transgender People to HIV Services in Central and Eastern Europe and Central Asia’
  • Maintain the work plan and lead the program activities within the established Objectives;
  • Ensure proper management and capacity building of sub-recipients;
  • Ensure that the Program operates within the approved budget;
  • Monitor and ensure the Program progress against the milestones;
  • Prepare Program reports to Executive Director, Steering Committee, the Global Fund;
  • Develop constructive relationship with implementing partners and their allies, CCMs and other Program stakeholders;
  • Serve as PR liaison with the Global Fund.

Team Management and Development:


  • Implement human resources policies and procedures, ensure that personnel files are properly maintained and kept confidential;
  • Develop and implement performance management system to evaluate the performance, skills, and professional development needs of all program staff;
  • Implement a professional development program;
  • Recruit, interview and select new qualified program staff and oversee orientation training;
  • Supervise Program Team staff by providing direction, input and feedback;
  • Establish volunteer management practices and engage volunteers for appropriate program activities.

Other


  • Establish and maintain positive working relationships with ECOM members, partners and other stakeholders;
  • Develop new initiatives to support the strategic directions of the organization;
  • Develop funding proposals to ensure implementation of the strategic goals of the organization;
  • Perform other relevant duties, as required.

Qualifications for the Position


  • University Degree
  • Minimum of 8 years of experience in related field with three of those in a team management role
  • Demonstrated effectiveness in a project management role;
  • Experience hiring, recruiting, managing, and developing individuals and teams;
  • Deep understanding of performance management and improvement;
  • Knowledge and understanding of issues related to health and human rights of gay men and other MSM, and trans* people with a focus on Eastern Europe and Central Asia;
  • Russian and English language speaking and writing skills.
