Eurasian Coalition on Male Health (ECOM) is soliciting proposals from consultants to develop and use a methodology for HIV Service Cascade Analysis. The tool has to help in collecting and analyzing national data on existence and coverage of services from the comprehensive package of HIV prevention and treatment services for gay men, other MSM and trans* people, as this package described in “MSM Implementation Tool” (MSMIT).

Background
Eurasian Coalition on Male Health is an international non-governmental association, located in Tallinn, Estonia. We are a membership based association open for nonprofits and individuals acting in the field of sexual health, including HIV issues, for gay men and other men who have sex with men (MSM) and transgender (trans*) people, in the region of Central and Eastern Europe and Central Asia (CEECA).
In January 2017, ECOM has launched a Regional Program “Right to Health” supported by the Global Fund which aims at increasing the access to HIV services for MSM and trans* people in the five target countries: Armenia, Belarus, Georgia, Kyrgyzstan, and Macedonia.
Description of Services required
ECOM is seeking expert’s assistance for implementation of following objectives:
- Redesign existing methodologies of the HIV Service Cascade assessment and analysis, making this the redesigned methodology coordinated with recommendations provided in MSMIT and considering existing capacity of national community based organizations (Sub-recipients) from Armenia, Belarus, Georgia, Kyrgyzstan and Macedonia.
- Develop a list of basic materials of the HIV Service Cascade to be included to the ECOM Knowledge Center.
- Develop and conduct a workshop/training on the Cascade Analysis Tool use in listed above countries.
- Develop and record (video) a webinar on the Tool presentation for further use on the ECOM web site.
The HIV Service Cascade Tool has to be based on existing methodologies developed by CDC, NIH, ECUO and other international organizations.
Implementation of the 2nd, 3rd and 4th objectives will be done in cooperation with ECOM Technical Support Coordinator and representatives of 5 national sub-recipients.
Timelines
All work has to be done by October 1st, 2017.
The work has to be started on June 12th.
The 1st draft of the HIV Service Cascade Tool adopted in line with MSMIT is expected to be done and sent for comments to ECOM and sub-recipients by June 22nd.
Comments to the first draft will be provided in 5 working days.
The training’ concept note and agenda have to be done and sent for comments to ECOM and sub-recipients by June 23rd.
Comments on the concept note and the training agenda will be provided in 3 working days.
Following planning will depend on the agreement reached regarding the training dates and agenda.
The consultant schedule has to be flexible and not exciding 12 working days in the period of time from June 12 till October 1, 2017.
Deliverables and Evaluation
- The HIV Service Cascade Tool is developed (both in Russian and English) in line with the context of MSMIT and capacity of the national community base organizations. Among other the Tool contains clear recommendations users on implementation of data collection and analysis. Given the fact that some data collection and analytic require special education, the Tool has to include recommendation on cooperation between community organizations and relevant experts/researchers.
- The list of basic materials (guidelines, presentations, articles and other, in Russian and English languages) on the HIV Service Cascade developed and provided to ECOM.
- Two- or three- day workshop/training for national community organizations on the Tool prepared and conducted.
- The webinar on the Tool developed and recorded.
- Report on consultancy process and results: 12-15 pp (A-4, Times New Roman, size 11).
All work has to be done in Russian and English excluding the report on the consultancy result that has to be prepared and submitted in one language (English or Russian) only.
The main ECOM focal point for consultant(s) under this consultancy is ECOM Technical Support Coordinator. Also Technical Support Coordinator will monitor and evaluate of the consultant(s) work and make final conclusions on quality of the work executed.
Remuneration and Compensation
Amount of remuneration is a matter of negotiation between ECOM and consultant(s) before signing the agreement.
ECOM will sign a consultancy agreement with consultant(s). ECOM is not taking any responsibilities for paying any taxes for consultant(s).
Consultant Qualifications
Essential
- Experience of providing technical assistance to NGOs during last 3 years.
- Advanced skills in sociology, epidemiology and other relevant areas.
- Good knowledge of advocacy approaches.
- Existing experience in assessment of HIV and/or STI services for key populations (MSM, PUD, SW) in EECA countries.
- Advanced skills in developing and conduction of on-line and/or off-line trainings.
- Experience of NGOs capacity assessment and planning of NGO capacity building.
- Good knowledge of Russian and English.
Desirable
- Master’s degree in Sociology or other related themes.
- Working experience with NGOs, especially HIV-service, LGBT organizations working with men, having sex with men and trans* people.
- Fluency in language(s) of CEECA countries other than Russian is an asset
