- formalized recruitment procedure, including ToRs for members of recruiting commission, procedure for scoring, interview guide and evaluation forms, defining probation period, policies on management of conflict of interest;
- assessment of the capacity building and professional growth needs of the staff, board and volunteers, and drafting of training plan in accordance with the needs;
